Friedrich, preußischer Staatsbeamter, * Dinslaken 19. 2. 1839, ✝ Berlin 20. 10. 1908; war als Leiter der Hochschulabteilung 1882-1907 der entscheidende Mann im preußischen Kultusministerium; veranlasste die Gründung der Universität Münster, der TH Breslau und Danzig sowie der Akademie in Posen.
